He means that the troops are the enemy in the eyes of the Iraqis. This is where he's wrong. They are the enemies of the insurgents and terrorists -- many of whom are not Iraqis, like Zarqawi.
Well, whatever he "meant"... I sure hope the GOP uses that quote to its full advantage, whether in context or not (they won't, though). You just KNOW how the RATs love to do that... and they get away with it.
