It does fail when a person choses to no longer be abstinate. As a mother of a teen daughter I am forthright when letting her know it is the best route and let her know sex under 18 is unacceptable. I also know from my work with young women they also need info on how to protect themselves. Lets be honest here how many people here (or people you know) did not have sex until they were married.

It's a rhetorical thing I suppose, but if one chooses not to abstain, then abstinence is no longer being practiced. Therefore it has not failed. It can not fail, logically.
