The 'powers' that she has are merely theoretical and illusory in that, if she tried to actually exercise them, she'd find herself de-queened fairly quickly. It's not merely a choice not to exercise them (although I'm not saying she wants to).
To describe her then as having 'power to rule' is not accurate in terms of any real world situation.

I know where you're coming from, but if I believed that the Queen's powers were illusory I'd want to get rid of them. The fact is that the Queen DOES have these powers, and she is legally entitled to exercise them. Whether the public would support her or not is just conjecture. I'm sure you can imagine scenarios where the public would back her against Parliament.
