Issue 1 had two problems: first, it had the "stem cell" research in it, which a lot of pro-choice GOP favored. To ignore that group is to ignore a sizeable minority that can swing votes.
Second, there was a lot of confusion as to whether this would "generate economic growth," and people in OH are so desperate to help the economy, they'd try anything. The "anti"s were not clear why it would not help ec. growth.
