They may feel one man can't harm anything - yet all it takes is one when no one arises to stop it. Weakness is prevalent - it's all the PC crap - get along to get along. They didn't want to act outside the box - they stay within the 'safety' realm of ungodly laws. They are not leaders but puppets who are being 'stringed along' by the death cult.
