There is no hope for NO or La, might as well bulldoze both and start over, some don't even want to go back.

Is it me or are there enough engineering types to dissuade folks from building family homes significantly below sea level?

There are 3000 evacuees from NO and LA here in the panhandle of FL who say they aren't going back.
Our crime has increased.
Our taxes have already increased due to increased "services" for these folks.
Next I expect to read something about the Emergency Rooms of local hospitals being over-utilized and in "trouble" due to lack of payment. Guess where they will get payment for the "emergency" help they are giving?
I am so tired of people riding for free.
