The order of succession only applies to the incapacity of the President. If the vice presidency is vacated, the President just picks someone to be confirmed by the Senate. Hey, he really could make it up to Harriet! ;-)
Could you document that? It doesn't make sense to allow an appointee rather than an elected official to directly succeed to the Vice Presidency.
