James Madison didn't write the Voting Rights Act. In fact, I'm pretty sure he wasn't even alive in 1965.
Miers's interpretation of
Section 2 of the Voting Rights Act is in complete contradiction to what it actually says, specifically the passage that
"nothing in this section establishes a right to have members of a protected class elected in numbers equal to their proportion in the population."
I think you are confusing
proportional representation with
Article I. Section 2. Clause 3 of the U.S. Constitution.
