The deal with the pens was he took them when his father worked at an embassy and gave them to other students at the school. He put this info on his security clearance application, possibly because it may have existed on paper elsewhere. Who the heck was even tracking them in those days?

5 classified documents to Tony Schaeffer and then said they didn't exist. That's a felony. Included in those boxes, 500 hundred dollars worth of fed property including a GPS system, I guess to keep. 25 pens, brand new and marked on them "property of the U.S. Govt."...
Weldon's words. "pens, brand new". (they didn't send Schaeffer a GPS system when he was a teenager). I think it's new pens, more pens.

As opposed to Sandy Berger who intentionally removed classified documents that may have been crucial to the 911 investigation on more than one occasion and gets a slap on the wrist!
What's wrong with this country?
