Therein lies the rub. I don't have any qualms with the purpose of the bill, it's the details that disturb me, i.e, federal dollars.
In a democratic republic the legislature is the place where the competing sides of an issue hash out their differences and come to compromises.
We may not like it, but nothing moves very far in Washington without give and take.
And at the time this bill passed, the Democrats had control of the Senate.
