Well, to give you some perspective on how things changed, when I was a cadet at North Georgia College back in the mid-80s, I kept a "lucky" silver-tipped .30-06 round in my desk drawer. I didn't have any rifle at the school that could fire the bullet and the school's M-14s didn't fire that caliber, so it was obviously no threat to anyone, not that I would have used it anyway. One day the ROTC detachment ordered a "health and welfare" inspection. My company commander duly found my bullet and confiscated it, telling me that he was going to have to turn it in and discuss what would be done with me, acting the whole time as if he just caught a terrorist red-handed with a satchel charge or something. He came back after some time and informed me that if I would agree to let it be confiscated, he'd forget about it. I charitably allowed him to keep the bullet, seeing as how he had already taken it.
