Thomas was not considered distinguished when appointed. People, on both sides of the political spectrum, were calling him Bush's affirmative action pick.

You're under the mistaken impression that the President promised he'd send up a "distinguised" (read...ELITE) candidate who would sit and ponder the various penumbras and discuss the nuances of the meaning of the word "right".
