Start petitioning the House tonight.
Aside from the House there is only one other avenue to stop this because even a VETO couldn't prevent it. And that is through...the Courts. Not exactly reassuring. This needs to be stopped in the House now.

Exactly -- the HOUSE is our only hope.
The House better not allow this in as part of the negotiation with the Senate.
