Probably. It has better weather than many places in the US, including all of Texas. The weather is actually quite mild, if cool.
I lived in Vancouver for three years. It has "great weather" for ducks, frogs, and other forms of aquatic or amphibian life. If you for there between Thanksgiving and Palm Sunday, be sure to bring your fins and snorkel.
