That was in 1878 I think. He was laying the groundwork for the future he envisioned.
His endowment to Oxford, the Rhoades Scholarship, was begun to recruit the people who would run his vision.
Super-elitists, who would put their own advancements above the needs of others; people who would stop at nothing to gain power, but be able to mask it in sympathy for the plight of others and be able to bite their bottom lip and get all misty eyed on cue..
