I am not sure if it is the same everywhere, but here, police etc. are paid by revenue from property taxes, which are distributed to the cities, etc. semi annually, so that N. O. would have received the 2nd half of their money prior to the hurricane, which should carry them over for the rest of the year. Generally that money is earmarked and cannot be used for other things. This stinks to me.

Funny thing how everyone of us immediately thought of the phantom cops when Nagin announced 3,000 city workers would lose their jobs. I bet every reporter in the country thought the very same thing, but have we heard anyone even suggest hanky-panky? Not yet, anyway.
