What is your strategy for success? Or perhaps I should ask what is your definition of success? Exactly what I believe we are seeing. Conservative stealth nominees that George W is comfortable with. Ones that baffle the Democrats. Also, a large pool of competent conservative palate judges for future Presidents to draw on. Why would the base not be motivated? Only because GW refuses to be radical in his responses to the Dems. The conservative movement has made incredible progress under GW.
