I don't understand what he was trying to do. This makes no sense to me, unless it's that Bush gets one of his good friends in a sweet job. I think he'll have a hard time selling this to his base.

Bush doesn't need votes anymore - he couldn't care less about the "base". He's giving the Senate elite and his cronies what they want. Soon he'll be teeing off with daddy and brother Bill.
