That seems a bit circuitous to me, too Rube Goldberg-ian. If he wanted, say, Janice Rogers Brown, why not appoint her right from the get-go? Why intentionally weaken your position by appointing a non-starter? It seems to me that a red herring move would accomplish little more than wasting time, alienating the base, emboldening the opposition, and spending unnecessary political capital. No, I believe Miers is the pick, for good or ill.
