Occam's Razor. Sometimes a kid with pipe bombs is just a kid with pipe bombs. How many of us played with explosives in our youth without planning something sinister and without getting ourselves killed? I doubt half the Estes Rockets my friends and I bought in our youth were actually for rockets.
