I think it would be more likely that our boy was just carrying a run of the mill inconspicuous campus-type backpack. If he was being surveilled and they were SURE he was toting a bomb there's likely to be someone authorized to take extreme measures to deal with such a situation. That doesn't mean that you'd know for sure that the thing would go off like it did---may have shot him and set it off unintentionally or there he may have had a deadman switch.
