Communists and atheists generally don't make good suicide bombers. Something about not believing in an afterlife....

But since we don't even know who the dearly departed was, we certainly don't know that he/she/it intended for the bomb to go off when it did. Could have been a "work accident" on the way to putting the device or devices where they would cause more mayhem.
