Is it possible that the bomber, being unable to risk stadium security, intended by detonating as close as possible outside of it to start a panic inside the stadium with 80,000 people?

Sorry, late to this thread, can't read all of them and this may have been discussed and discounted.

if you read back to last night - the thought was that they were planning to mix in with the exiting crowd to set them off. this morning, I am seeing this idea that maybe these buses outside the stadium were a possible target.

My initial thought was that the bomber intended to wait until the game was over and the crowds were walking through the area - then detonate and many would have been injured or killed -
