These types of events are just too much of an attractive target. LOTS of casualties with relatively little effort. Heck, a small bomb could cause panic and that panic could cause more casualties than the bomb itself.

The panic effect may have been the original intent of Hinrichs when he set out. I'm still wondering if he was alone when the bomb went off. Don't forget baseball this month, too.

Have also heard theories that the TPTB explosive was just a trigger for the ammonium nitrate he was trying to buy; however, the ammonium nitrate must be soaked in diesel fuel to make it go BOOM.
