And just how do they know that? These people operate under the radar screen. They are not necessarily always going to have intelligence.
Al-Qaida plots White House says foiled

(AP) Some of the al-Qaida plots foiled by the U.S. and its allies in the past four years that President Bush referred to in a speech Thursday, according to the White House:
Three attempted attacks within the United States, including two that would have used hijacked commercial airliners. One plan targeted the West Coast in mid-2002 and the other the East Coast in mid-2003.
Three attempts within Britain, including one with multiple urban targets and another using hijacked commercial airliners to attack Heathrow Airport.
Two attempts to bomb ships along highly traveled, international shipping routes.
Additionally, the U.S. government prevented at least five attempts by al-Qaida to case highly populated and tourist areas within the United States, including the Brooklyn Bridge in New York.
