Sounds to me like the local "Mafia" is made up somewhat of the local law enforcement... And who doesn't believe that the "honorable" (hack, cough, puke) Mayor Nagin is part of the problem?
Yeah, there was a story on CNN yesterday about some cops holed up in the tenth floor of a hotel and the hotel manager said that they spent a few days there, drinking and partying, leaving the hotel around 10:30 pm, and getting back at 4:30 am, loaded up with stuff--electronics, luxury items etc.
Someone else who had seen the cops doing this refused to make a report and I got the feeling that this manager was pretty brave to come forward with the story.

The fear of retribution is the reason only 25% of all murder cases are "solved" -- people are afraid to press charges and/or testify. Fear of violence and vandalism against them keeps honest victims silent. That is the "cost" for living in a city like New Orleans. Sad, but true. And, it is not something new.
