I dont mean to sound dumb, but how did the police cars get underwater? Werent these cars being used to patrol the streets, were the cops so lame they didnt see the water rising and they got stalled? or were they just abandoned?

how did the police cars get underwater? Werent these cars being used to patrol the streets, were the cops so lame they didnt see the water rising and they got stalled? or were they just abandoned? Probably a mixed bag. Some were driven to safety in Baton Rouge, Dallas, and other points remote.
