I would doubt very much this type of government corruption is just limited to and only isolated in New Orleans. I agree. New Orleans though, has a reputation of being blatantly corrupt at all levels of government. I also agree that municipal and local governments need to be more closely monitored. When New Orleans is finished, Chicago should be next on the list.

If not for the wind blowing their cover, you and I both know it would still be business as usual.
American's ought to demand massive, totally independent audits/investigations at all levels of government.
