Dude, you're spitting in the wind with the regulation aspect. Because we feel more comfortable with market responses, what should be done is more accurately apply the costs of the externalities to the end user. Rather than mandate increased CAFE standards, the burden of keeping the oil flowing should be more heavily applied to the greater users of the "service." The answer is to apply a federal tax based on the EPA MPG calculations. Then, if you choose to drive a Hummer, you'll be kicking in $15k-$20k more on top of the retail price for your freedom of choice. In the alternative, we could increase the federal gasoline tax, but that really slaps the people on the lower economic rungs who have less disposable income to absorb the extra $.

We already tax "per gallon". Why do we need any taxes based upon what we might get?
