If Rita would have gone over Galveston and Houston as a CAT 4 or 5 you would now be seeing the failures of the evacuation as you did in New Orleans. However, as one who did have to evacuate New Orleans it went rather smoothly considering it only took 15 hours to get to Austin as opposed to 20-24 hours to get from Houston to Austin for Rita.

Nagin let school busses sit idly by while demanding Grayhound busses from the feds. That's a complete failure of leadership.

It appears to me, the lessons learned from Katrina need a little tweaking. Also, twice as many people evaced.
I live in Florida, looks like Texas used our method of evacuation. The problem was not enough gas stations, in Florida theres one every block.
This demonstrates the dangers of one size fits all import. Charlie, Fran, etc
2004.
Ritas lessons will overall improve evacuations in the future. For me this includes I will need 2 days rations if evaced even if its a near miss.
If I risk staying and I do take the hit, Could I be rounded up for Camp Dome living? Im unsure.
In the end loss of life, folks who choose to leave can, those who stay understand the possible outcome.

New Orleans is a small city compared to Houston area.
It should take longer to evacuate Houston.
