What I was thinking about was that they require a letter or some proof that you are allowed to have pets where you live and you needed a permanent place. If those people were telling the truth it means they are indeed much more lax nowadays.

I agree with 'Face. Humane societies et alia are very particular and have stringent requirements. Something in their story does not jive.

Don't believe for a second that a total stranger will tell you the truth about something like that. I would be more inclined to believe that there was a little thievery going on.
