This probably explains the Lafitte flooding - a levee break Looking at a map, it might just be the southern "island" portion of Lafitte that flooded, since a canal bisects the village.

The Jefferson Parish EOC called to advise Troop B of a levee break on LA 45 at Fisher in Lafitte.

It fits. I don't know if you saw gpapa's link or not (there were several) but it showed a bunch of river gauges across southern LA and they showed what was bugging me too. The water got deeper the further east you went.

I know just enough about hydrology to know that this particular puzzle isn't going to be solved by me. It'll take some big computers and someone with access to a lot of data.

I'd like to find out what they come up with though.

This emphasis my point and the bottom line of this how tragedy happened. No matter how good your engineering and construction there is no way levees can be 100% fool proof. You need to be like the Dutch and have a redundant system of concentric rings of levees backed up by low-lying land that can be flooded in case of and outer ring failure. Until EVERYBODY gets this NOLA will be subject of repeats of this episode.
