So is it 109 sustained wind speed?

That one is a max flight-level wind of 109 knots (and it has to be held for 30 seconds to be included in this one). Multiply by 1.15 to get mph (125 mph), and by something like 0.9 (this number is fungible) to get an estimate of surface-level sustained speed. That would suggest a surface wind of about 115 mph, but take it with the appropriate grains of salt (or chugs of beer).
