What makes you think they haven't? I haven't seen any of them led away handcuffed in an orange jumpsuit yet.
And, I could add, just because we don't see them in jail doesn't men they weren't caught and neutered in other ways. Remember the Godfather, how the Frank Sinatra character thought his job just was offered to him by the studio head, when, in fact, a "head" of another sort was involved :)
