If we really were serious, I would organize along the lines that we did in WWII and after wards for Civil Defense. Civil Defense where I lived was under the sheriff. He swore you in, trained you, and gave you a helmet and an arm band. Your were on call as needed. Civilians (amateurs with some training) were responsible to work with the usual organizations in a county. This seemed like a reasonable solution. We provided the transportation and weapons, and some equipment as needed.

Going back to WWII there were thousands of volunteers doing all type of work. Specifically, there were aircraft spotters around that fed aircraft sightings to a central location. Today, I would picture some type of home guard groups that patrolled critical areas (like reservoirs, pipelines, fuel depots etc.)

I guess one big change these days is that everyone volunteering would have to have a background check and to be sworn in as some kind of law enforcement official. They would have to be protected from liability.

Excellent. We should all be organized along the original militia lines. Be responsible for your own community, including defense, law enforcement, logistics, communications and medical.
