Hmm then how does the prebate affect prices?

No affect on prices; the prebate is intended to prepay the 30% sales tax on poverty-level consumption, keeping the poor from paying any taxes.

Except that the pre-bates adds about 3% to their inclusive rate.

Another ill-formed statement. The prebate is not something that is "... keeping the poor from paying any taxes ..." but if fact helping to enable them to pay taxes at the same rate as all other taxpayers.

Also, if the tax inclusive rate ends up at 19%, then the tax exclusive rate is not 30%, but 23.46%. Keep in mind the actual rate is not yet determined.
