I am not buying. How would the city know the names of the people that stayed behind and the ones who left.From friends, relatives and neighbors, public records and folks unaccounted for. They'll canvass the survivors. Same as any other instance of mass casualties. It'll take some weeks to sort things out.
In the WTC a reasonable estimate based on the occupancy of each client that occupied the offices in the towers could be made.
Yup. And that "reasonable estimate," in the first hours and days, was ten times the actual death toll, because most people in the towers got away without pausing to sign out.

I don't think they (City, state officials)were doing any
canvassing of the survivors.
I think they were still looking for the keys to the buses.
