Her comment was dumb, but Newsmax, in Newsmax fashion, took the line out of context. She meant that because of the "Bush budget cuts" to mass transit, cities couldn't transport their people to work on a good day, no less move people during a hurricane. She's still an idiot making an idiotic comment, but Newsmax' staff either has a comprehension problem or is deliberately trying to foster a false understanding of what she said.

I agree with your conclusion. Limbaugh is attributing the wrong meaning to her statement too, and he's usually a cut or three above NewsMax.

Her answer was a non sequitur to the question; why not use the buses? "Because the mayor has an imperfect transporation infrastructure."

So on a day when everything's working as well as possible, most cities in the USA can't get (all?) their people to work.

That sounds like a real accurate assessment. She's weaseling in a different direction than indicated by Newsmax but weaseling as hard as she can.
