Maybe this is the reasoning? And by taking their guns they are preparing to forcibly evacuate them (with no fear of being shot) and also maybe if their guns are gone they won't feel safe so they will leave?

I think you hit the nail right on the head.
By making them defenseless the citizens are at too much of a risk if they stay.
Lousy policy.
In fact, the very thing the Constitution prohibits.
