1. Notice it's the locals who did this, not the feds.
2. It disproportionately affects the poor and middle and even upper-middle class -- those who would protect their own property and cannot afford private security and don't trust the police to protect their property (wisely).
3. The upper class and businesses that can afford private security can still protect their property by hiring armed guards.

The local cops who are disarming everyone but the private security that is guarding the property of the upper class and businesses has more than likely been told to leave them alone. They are the people who pay the taxes (and their salaries) and keep the city from going under (and of course, pay all the bribes to the politicians.)
