Any government which nullifies our RATIFIED CONSTITUTION is enemy which millions of us have taken oaths to defend against. The law enforcement officers and soldiers are following orders, legal or not, just as they always have through history. Foreign troops are on our soil now.
The cops/troops are looking for gang bangers and terorists, but we lawful citizens have not surrendered our Bill of Rights or the rest of our federal and state constitutions.
Be discrete with arms as always, but I would advise through firm discussions with misguided, unlawful employees of We the People to never disarm. Who'da thaught that Concord Bridge might be in flooded N.O.?

including legally registered firearms, No such thing in Louisiana. Other than National Firearms Act firearms, and their slightly different Louisiana equivalents. Louisiana, like Texas, requires no permit to purchase, nor one to possess, a firearm. They do have a CHL program, but that is a license to carry, and the guns are not registered. (other than on the federal 4473 (?) yellow form.)
Once again the NYT is bloviating about a subject it knows nothing about.
I'll bet they will or have "raided" the gun shops, pawnshops, and WalMart to get those forms. Hopefully in most cases "They were destroyed in the flood".

Here's a paragraph taken from a news story I just read on AOL.
"Police fearing deadly confrontations with jittery residents enforced a new order that bars homeowners from owning guns. That order apparently does not apply to the hundreds of M-16-toting private security guards hired to protect businesses and wealthy property owners."
