-Existing law provides that marriage is a personal relation arising out of a civil contract between a man and a woman (Prop 22 - Family Code). This bill would instead provide that marriage is a personal relation arising out of a civil contract between 2 persons.

-Allows public employees who retired prior to the enactment of AB 205 (2003 domestic partnership law) to pass their benefits on to a partner when they die.

I'm wondering, since he already vetoed the first on the list, why do you think he didn't just go ahead and veto the gay marriage bill instead of announcing his intention to do so?
