Garrett elaborated to Hugh Hewitt that the time frame the Red Cross was turned down was immediately after the hurricane, Monday and/or Tuesday. The Red Cross was ready to go that early, they had pre-positioned materials. He says he thinks the Red Cross wants to get this out because they feel chagrined that they weren't on scene (implied: while people were dying of dehydration), and they feel somewhat sullied because they weren't seen doing what is their mission.

Garrett says at the very moment the mayor was screaming "Where's the food, where's the water?" it was being turned away by the state. There were areas that were difficult to reach because of the flood waters, but obviously some areas, such as the freeway overpass where Fox's Sheperd Smith was asking for water and help for the people there -- could have been reached. The RC couldn't have dealt with the lack of workable bathrooms, but food and water could have been addressed. Garrett's sources are just under the Red Cross President. He mentions the RC President briefly mentioned not being allowed into N.O. on O'Reilly's show last night, and he took the story and developed it today.

Hugh asked if there were any paper records of this communication. Garrett doesn't know but told Hugh it's a great question and he'll follow up on that.

The state also cited the dangerous water (height and toxicity) to the Red Cross, and the violence, but the main issue seems to have been they didn't want that "magnet" and wanted to encourage people to evacuate (my comment=so the state did that by starving and dehydrating people).
