Does looting rise to the level of insurrection

Not necessarily but add that to shooting cops, rape, and armed men holding hospitals siege then yes it was insurrection.

The whole problem with New Orleans is that even before Katrina hit, they were just slightly below the level of insurrection. Being from Louisiana and having visited New Orleans at least once a month, I am quite familiar with the locals and how they operate. I have always maintained that New Orleans is/was already a third world country.

I lived in the Philippines for a year back before Mt. Pinatubo blew much of it away and it reminded me greatly of New Orleans.

Having said this, I can't understand how Mayor Nagin and Gov Blanco could possibly think that there was any way that they could handle this city after even a cat 3 hurricane.

Please don't misunderstand me, there was a certain charm to New Orleans. There was this connection to the past and a southern charm about it that endeared itself to one's heart. However, I was alway on guard while I was in that city. I have a 4 year old son and freaked out every time he tried to move more than 5 feet from me.

Ok, off my soap box for now. I will only say that this author is right on in my humble opinion.

I also think it is time for the gruesome pictures of the dead and dying, the suffering and horror that was post Katrina New Orleans to stop being aired. This courtesy and respect was given to the victims of 9/11. I think it is also appropriate in this situation.

We here in Southern Louisiana need to start the heeling process. This cannot happen when we are reminded daily of the horrors that went on there. I may have not lost my home or all of my possessions, but I have lost a great treasure in the City of New Orleans.

My husband is with the 1-244 th AVN BN based at Lake Front Airport in New Orleans. All of their equipment is under about 8 feet of water right now. He has been activated and will be joining the effort in a few days. Currently he is spending all of his time, 24/7 trying to find more equipment and supplies to outfit his troops.

Please pray for their safety and their state of minds while they have to deal with the horrors they will have to see when the clean up begins.

God Bless New Orleans and God bless the rest of the country for their assistance, love and support in this tragedy.
