They certainly should go in immediately after and they SHOULD NEVER STOP FIRST RESPONDERS LIKE THE RED CROSS FROM GOING IN.

FEMA didn't stop the Red Cross from going in. The mayor did.

They didn't stop the Red Cross from coming in it was the local and state officals.
