I don't know if Rudy or Kerik would have done a better job. They both have little experience with hurricanes and floods. On the other hand, Michael Brown led FEMA through four pretty bad hurricanes in Florida last year.

WSJ story today included a bit about the 1953 disastrous Holland flood. Said it took 30 to 40 years to come up with a comprehensive (aned didspassionate?) picture of everything that contributed.
