Thanks for posting the link, I had missed the original post. People don't believe me when I tell them any city in the US is just a disaster away from letting loose the dangers hidden in their slums. A lot of people seem to think it couldn't happen to them--but truly, that element is there in most if not all cities, and when authority can't respond because of the emergency, they'll come out, like cockroaches when the lights go out. Best to be ready, as your article states.
The so-called "Great Society" of the welfare state has created deadly time-bombs like this in every major city, or anywhere else such dastardly programs have taken firm root.
