Not everyone who wants to learn is able to learn. Remember, half the population has an IQ of less than 100 and many have an IQ considerably lower than 100. I have an IQ well over 100 and have both a college degree and a masters degree, and yet, I find some facets of modern life rather difficult at times. It must be really tough for a substantial percentage of our population to deal with things like computers and government red tape.
Still, we need to make it possible for people of all ability levels to earn an honest living and thus maintain their human dignity. Just giving people welfare may be easier and cheaper than finding real jobs for some of these folks, but it will lead to many other problems, such as we are witnessing now.
