Well, she's right. The levees have been (or will be shortly) intentionally opened. Of course, it's to let the water out, which would be the only reason you'd want to breach a levee normally.

Apparently you don't understand gravity. The levees are maintained to keep the lake and river waters from going into the big bowl called Nawleens which sits 10-20 ft below the lake which is below the river. The levees need to be repaired and then the water will be pumped out of the bowl called Nawleens into the lake or the river.

Water don't flow uphill all by itself!

I hope you aren't the real Bob Woodward.
