Thanks Howlin--but the folks in the New Orleans and Gulfport are the heroes tonight. Also, if NO didn't flood, Mississippi would have been the primary focus of this emergency. MS took the hurt of this Hurricane--directly. Their infrastructure is just terrible.
We have to work the dead next---it is going to be hard. The 82nd is going door to door, and they are Title 10. Do you all know that distinction?
Title 10 troops are Federal, and they do not have law enforcement authority. National Guard troops are Title 32, and they do have authority when authorized by their Gov.
THIS IS A BIG ISSUE WITH US NOW.
The Posse Comitatus Act rightfully is a brake on Federal authority here, but it will LIMIT what the military can do. People must know this.
Folks, Sky is talking about the laws that authorize the operations of the different components of the military. Sounds like just like in Stan and Iraq, military lawyers are doing everything they can to screw up the mission.
Fortunately, while the paratroopers may not have Law Enforcement authority, DOD standing rules of engagement allow them to use deadly force to protect their lives.
You might even be able to get the JAGs to buy off on letting them shoot to protect others' lives and government property -- although that would require special ROE and by the time a bunch of slow-moving lawyers get done staffing it, engineers will probably have the levee fixed.

And I know what I'm about to say won't surprise you in the least -- but there are so many more who WANT TO GO TO NO, MISS, AND ALA to HELP. Two guys on leave, right now, already called in volunteering last week.
